  • 73% of buyers avoid vendors who send irrelevant outreach messages (Gartner 2025)

Short answer: In the energy sector, vendors are often selected through committees, market research and tenders, not through a cold email. Municipal utilities and municipalities are under time and skilled-labor pressure: 87% of surveyed utilities name digitalization, heat planning and skilled-labor recruitment as their most important topics (EY/BDEW 2024). If you want to be considered as a partner, you need to be findable before the tender, with specialist pages, reference projects and proof that a search engine or an AI assistant can cite.

The key points in brief

  • The target groups are very different: municipal utilities, municipalities, industrial customers, landowners, investors. Each has its own selection process.
  • Public contracting authorities may conduct market consultations before a procurement procedure (§ 28 VgV). If you cannot be found then, you are not part of the preparation.
  • Municipal heat planning has fixed deadlines (June 30, 2026 and June 30, 2028) and creates demand for consulting and implementation.
  • There is no dedicated study on AI-based vendor search in the energy sector. General B2B figures show the direction.
  • Outbound remains useful for small, known target groups when it fits a specific occasion.

This guide goes deeper into the pillar topic Outbound Is Saturated: Why Decision-Makers Find Vendors Through AI Searches. The general rates for cold email and LinkedIn are covered there. Here we look at what is specific to the energy sector: procurement law, deadlines, committees and target groups that differ strongly.

Who actually decides in the energy sector

Several markets run under "Energy & Sustainability". The distinction matters because each group searches differently.

Target group Typical selection process What visibility has to deliver
Municipal utilities and energy suppliers Specialist departments, management, supervisory bodies, sometimes procurement Technical depth, references with comparable utilities, certificates
Municipalities Administration, committees, municipal council, procurement office Proven experience, clarity, funding basics
Industry and commerce Energy management, purchasing, management Cost-effectiveness, case examples, technology
Landowners, farmers Their own decision, often through recommendation and search Clear explanation, trust, contacts
Investors, institutional partners Due diligence, key figures, references Technical credibility, project data

PV developer BRIC Energy is an example of this breadth: according to its project description, the company positions itself as a European EPC partner for the construction, procurement and operation of large-scale photovoltaic plants, and addresses energy suppliers, landowners and institutional partners. That is three very different groups of decision-makers for a single vendor.

What is currently on municipal utilities' minds

The EY/BDEW municipal utilities study 2024 (100 utilities, press release of June 4, 2024) provides the most reliable data on the decision-maker situation. It is not a study on vendor search, but it shows where decision-makers direct their attention.

Finding Value
Name digitalization, heat planning and skilled-labor recruitment as most important topics 87%
Are involved by the municipality in heat planning 99%
Are satisfied with their cooperation with the municipality 64%
Consider BEW funding insufficient 79%
Have a consistent decarbonization strategy (2023) 39% (previously 29%)
Expect good business 37% (two years ago 60%)

Two conclusions we draw from the figures, not statements of the study itself: First, heat planning, digitalization and staffing tie up decision-makers' capacity. Every additional message in the inbox that does not fit exactly one of these topics competes with more urgent tasks. Second, sentiment has become more cautious (37% expect good business, down from 60% two years earlier), which can lengthen investment decisions. The study gives no figures on this. The press release makes no statement on the role of the website in vendor search.

Deadlines and tenders: why visibility before the tender matters

The biggest difference from other sectors: some decision-makers are bound by procurement law. That changes when and how vendors get into the conversation.

The thresholds decide whether a tender must be EU-wide. Since January 1, 2026, the following apply (net): for supply and service contracts, €140,000 for supreme and upper federal authorities, €216,000 for other public contracting authorities and €432,000 in the utilities sector. For construction contracts, the threshold is €5,404,000 (IHK Hannover, thresholds 2026 and 2027). Above these values, tenders must be EU-wide. Below them, national rules apply with more leeway. Which rules apply to a specific contract depends on the contracting authority and the type of contract and should be checked case by case.

Market consultation comes before procurement. Under § 28 (1) VgV, a public contracting authority may conduct market consultations before starting a procurement procedure, in order to prepare the procurement and inform companies about planned contracts. This may also be done electronically. A procurement procedure may not be conducted solely for market consultation or price determination (§ 28 (2) VgV). In practice that means: the administration looks around before the tender. The provision does not regulate how it does that. That websites, specialist articles and AI assistants play a role in this is plausible. There are no reliable studies on it.

Heat planning sets deadlines. Municipalities with more than 100,000 inhabitants had to submit their municipal heat planning by June 30, 2026, and smaller municipalities have until June 30, 2028 (Solarserver, June 30, 2026). The article does not say how many municipalities met the deadline. According to BDEW, a large share of mid-sized municipalities are already working on heat planning or have completed it. For the municipalities with the later deadline, the need for consulting and implementation is therefore still open. That is a window in which vendors can be found.

What follows for outbound? A cold email to a procurement office during an ongoing procedure gets you nothing, because the procedure follows fixed rules. Outside the procedure, during preparation, visibility helps. And in the phase when administrations and utilities are orienting themselves, a page that competently answers questions on planning, funding and implementation helps.

What the outbound numbers mean for this sector

The international benchmarks do not refer to the energy sector. Belkins reports industry values for construction, finance, healthcare and law that are slightly above the overall average reply rate of 0.45% (0.56 to 0.60%), but none for energy (Belkins, Cold Email Response Rates, 2025). The pattern still holds: cold email campaigns with 1,000 or more recipients reach a 2.1% reply rate, small ones with up to 50 recipients 5.8% (Hunter, State of Cold Email 2025, survey of 217 decision-makers). On LinkedIn, the response rate to connection requests fell from 3.5% to 2.2% within twelve months (Expandi, May 2025 to April 2026). Both vendors sell outreach software themselves.

For committee decisions, though, these rates are the wrong yardstick. Someone preparing a decision for a committee or the management of a municipal utility does not reply to a message just because it is well written. Forrester cites 13 internal participants and 9 external influencers for a typical B2B purchase decision (State of Business Buying 2026, across industries). Even if the number is lower for municipalities, the principle holds: a message reaches one person, but a group makes the decision.

Gartner adds that 73% of buyers avoid vendors who send irrelevant outreach messages (Gartner, June 2025). In a sector where reputation and reliability count and the people involved know each other, that is a risk. A conversation about poorly targeted mass emails gets around quickly in the energy sector. That is an assessment from practice, not a measurement.

Legal notes on outreach

§ 7 UWG requires prior express consent for email advertising (with a narrow exception for existing customers) and, for telephone advertising to other market participants, at least presumed consent (§ 7 (2) and (3) UWG). For landowners and farmers acting as private individuals, consumer law may apply. This is not legal advice, but a reason to have your own practice reviewed.

How decision-makers in the energy sector research: what is documented

We found no dedicated study on AI-based vendor search for energy. The general sources show the direction:

  • Gartner: 67% of B2B buyers prefer a rep-free buying experience (March 2026, 646 respondents). 45% used generative AI in their last purchase, mainly for vendor and product research, and 69% still validate AI results with a vendor (Gartner, May 2026).
  • 6sense: 94% of buying groups had ranked their preferred vendors before first contact (6sense 2025, more than 4,000 buyers, global including EMEA).
  • Bitkom: 50% of Germans aged 16 and older use AI chats at least occasionally for internet search (Bitkom, 2025, population figure, not B2B).

All three are cross-industry. For the energy sector, it is therefore open how heavily municipalities and utilities already use AI assistants. You can test it for your own environment.

Example prompts for the test

  1. "Which service providers support municipalities with heat planning?"
  2. "What should a municipal utility look for when choosing a partner for [task]?"
  3. "What funding is available for [technology] for municipal utilities and municipalities?"
  4. "Who plans and builds ground-mounted photovoltaics as a general contractor in Germany?"
  5. "Heat pump or district heating for [type of neighborhood]: criteria and costs"

Ask in ChatGPT, Perplexity and Google AI Mode, each with a clean history. Note who gets named and which sources appear (authorities, associations, trade media, company pages). Authorities and associations probably dominate on funding and planning. Then your goal is not to displace them, but to appear in the second row as a practical source. The method is described in the post Measuring AI Visibility.

Clicks are also shifting in classic search. Ahrefs found that the click-through rate for position 1 drops by around 58% when an AI Overview appears (300,000 keywords, December 2025, desktop, global). If you describe answers on heat planning and funding well, you are more likely to be cited, even if fewer users click.

The pages an energy company needs

Reference projects with data. Plant type, location, capacity, client, time frame, the company's role. Key figures only if the client approves them. Especially with municipalities and utilities, what counts is whether a comparable project was delivered.

Specialist pages on planning, funding and technology. Heat planning, funding landscape (BEW, BAFA, KfW), technology comparisons, cost-effectiveness. Here you compete with authorities, associations and trade media. Show what you can contribute from practice: typical mistakes, timelines, decision criteria. How to integrate project news and sustainability reports sensibly is described in the guide Sustainability Reports and Project News on the Website.

Certificates and proof. Quality and environmental management, prequalifications, memberships. On a page of their own, with validity and download. Which proofs apply to your contracts depends on the contracting authority and the procedure.

Technology and product pages for startups. If you offer a new technology, you have to explain it. For a startup working on AI-supported heat recovery, that means presenting complex topics such as AI, energy efficiency and waste heat utilization in a clear and convincing way without losing technical accuracy. A clear information architecture, load time and scalability are part of it.

Contacts and ways to get in touch. Names, roles and routes for municipalities, utilities and owners, kept separate. Anyone offering a municipality a feasibility study wants to talk to someone who can do it.

Careers and skilled workers. 87% of municipal utilities name skilled-labor recruitment among their most important topics. A careers page is therefore part of visibility and employer branding. More on this in the guide Careers Page for More Applications.

Landowner entry point for site projects. If you are looking for land for solar or wind, you are talking to private individuals. A dedicated page explains the process, lease logic, contacts and typical questions, in plain language and without jargon.

Example of a priority list

The table shows where a mid-sized energy company can sensibly start. It is derived from the target groups named above, not a measurement.

Priority Page Target group Why first
1 Two to three reference projects, in detail All Without proof, no specialist page is convincing
2 Specialist page on the core field (e.g., heat planning) Municipalities, utilities This is where questions with deadlines arise
3 Certificates and qualifications Procurement offices, industry Part of every review
4 Landowner entry point Site projects Direct access source for project developers
5 Careers and team Applicants, partners Skilled workers are the bottleneck

What you can do in 90 days

  1. Weeks 1 to 2: Test and clarify target groups. Who are the three most important decision-maker groups? Which questions do they ask, which sources does the AI cite?
  2. Weeks 3 to 6: Cover core topics. One page per core topic that answers the question directly, with sources and a practical example. Start with the topic that brings in the most inquiries.
  3. Weeks 5 to 9: Make proof visible. References, certificates, team, locations. Procurement offices and committees check exactly that.
  4. In parallel: Make outreach more targeted. Less scattering, only with a specific occasion: a known funding call, a project announcement, an expiring deadline, a trade show contact. Link to the matching specialist page instead of the home page.
  5. After 90 days: Evaluate. Which inquiries came in? Which specialist page was visited? Ask in the form how people found you.

You can run the costs across the channels with your own values in the Cost-per-Lead Calculator.

What you can do yourself without an agency

Technical texts, reference descriptions and the list of customer questions come from inside your company, because the knowledge sits with your planners and project managers. The test with the AI assistants and the upkeep of certificates can also be done in-house. External help pays off when the website needs to separate several target groups cleanly, when projects, locations and news should move into a maintainable CMS, or when the technology and structure of the existing site are holding back expansion.

When outbound in the energy sector still makes sense

  • Small, known target group. If you know the 30 relevant municipal utilities in your region, personal, prepared outreach is more efficient than building visibility.
  • Specific occasion. A funding call, a project start, heat planning deadlines. Anyone who writes at the right time with the right answer is not a cold contact.
  • Association and network work. Meetings, industry events and working groups build trust that no cover letter delivers.
  • New technology. If nobody is searching for you, you have to create demand, through specialist articles, pilot projects and partners.

Conversely, AI visibility in the energy sector has not yet been measured. The available studies are cross-industry, mostly from the US, and partly from vendors who sell products themselves.

How we implement this

Webwavers is a premium agency for branding, web design and web development with locations in Günzburg and Munich, and one of seven Webflow Premium Partners in Germany. For energy companies, we develop brand and web presences that show technical credibility. One example is the corporate identity for BRIC: according to the project page, an identity that presents the company as an infrastructure company with industrial precision, with wordmark, color system and application to trade show booth, vehicle fleet and workwear. Another example is the website for Phasic Energy, a startup for AI-supported heat recovery: it was meant to make complex technology understandable and was built in Webflow, with a focus on information architecture, performance and scalability. We advise neutrally on which platform fits (Webflow, WordPress, TYPO3 or headless). More on the topic is on the page GEO and AI Visibility, and the general project process is on the page Process.

Frequently asked questions

Does cold outreach still work with municipal utilities and municipalities?

Only to a limited extent. There is no dedicated study for the sector. In general, cold email campaigns with 1,000 or more recipients reach a 2.1% reply rate, small campaigns 5.8% (Hunter). Decisions are made in committees and partly in procurement procedures, where a single message achieves little. Targeted outreach with a specific occasion remains useful.

How do municipalities and municipal utilities find service providers?

Through tenders, recommendations, associations, trade media and their own research. According to § 28 VgV, public contracting authorities may conduct market consultations before a procurement procedure. How heavily AI assistants are used in this is not documented for the sector. In general, 45% of B2B buyers used generative AI in their last purchase (Gartner, May 2026).

From what contract value must a tender be EU-wide?

Since January 1, 2026, for supply and service contracts the thresholds are €140,000, €216,000 or €432,000 net, depending on the contracting authority (supreme federal authorities, other public contracting authorities, utilities sector), and for construction contracts €5,404,000 (IHK Hannover). Further rules apply in individual cases, so have them checked.

What deadlines apply to municipal heat planning?

Municipalities with more than 100,000 inhabitants by June 30, 2026, smaller municipalities by June 30, 2028 (Solarserver, June 30, 2026). For vendors, the smaller municipalities still have a need for consulting and implementation.

What should an energy website contain so that AI assistants name it?

Reference projects with data, specialist pages on the core topics with sources, certificates and proof, contacts for each target group and career information. Google states that normal SEO basics essentially apply to AI features: indexable pages, important content as text, good internal linking (Google Search Central).

Should I stop my ads and sales efforts while I build visibility?

No. Visibility takes months, while outreach and ads deliver faster. It makes sense to build substance in parallel that later brings inquiries without a cost per click. Compare the channels in the Cost-per-Lead Calculator.

Does this also apply to energy startups?

Yes, with differences. Startups have to explain a new technology and build trust with investors, partners and customers. For that, the website needs understandable technology pages, evidence and contacts. There are no reliable studies on vendor search by energy startups.

Conclusion

In the energy sector, committees, deadlines and sometimes procurement procedures decide, and decision-makers are fully occupied with heat planning, digitalization and the skilled-labor shortage. Cold email rarely reaches them at the right moment. Anyone who can be found before the tender through specialist pages, reference projects and proof is part of the preparation and gets named in research, with AI or without. The first step: put three questions from your target group into an AI tool and see whether you show up.
